
Agriculture Ministry Cites $4M El Nino Insurance Budget and Additional Rice-Reserve Capacity
Ecuador's agriculture policy response to potential El Nino impacts now combines rice-market intervention and agricultural insurance.
El Universo reports that Agriculture, Livestock and Fisheries Minister Juan Carlos Vega said the ministry has identified provinces most vulnerable to potential El Nino effects and is preparing mitigation measures.

Vega said the ministry is seeking additional storage capacity for rice in June, when harvest shifts strongly into Guayas, including the Daule, Nobol and Santa Lucia zones.
He said the intervention is not intended to cover the whole harvest. The objective is to favor small producers, regulate the balance between supply and demand, and stimulate market mechanisms so producers receive the official price.
The minister also said rice is being established as a food reserve for the country and that Decree 307 gives the ministry broad capacities, including donation in critical moments, humanitarian aid to other countries and sales to commercial chains.
El Nino Risk Controls
Vega identified prevention measures including detailed mapping of areas potentially affected in rice, corn, livestock, forestry and other crops; drainage; flood-tolerant varieties for rice and corn; cattle evacuation routes to higher ground; crop nutrition; and agricultural insurance.
He said Esmeraldas, Manabi, Guayas, El Oro and Los Rios are among the most vulnerable provinces.
The ministry has a $4 million budget for insurance premiums and is working with UNDP and FAO to seek additional resources.
