
Ecuador Seeks 100% Mine Self-Generation in Cascabel and Mirador II Renegotiations
Ecuador is using contract renegotiations with two large copper projects to push a stricter power self-generation model for industrial mining.
The projects are Mirador II, also known as Mirador Norte, in Zamora Chinchipe, and Cascabel in Imbabura.
Both concessions are now linked to Chinese capital. Mirador Norte is the second phase of the operating Mirador mine, run by Ecuacorriente, part of Tongling Nonferrous Metals. Cascabel is operated by SolGold, which was acquired in March 2026 by Jiangxi Copper Company Limited.

The government's stated position is that new mines must be 100% self-generating when they enter production.
For Cascabel, officials are seeking clearer power-generation conditions in the contract signed in June 2024. The project had previously announced early production for 2028.
For Mirador II, the original plan expected production to begin in 2026, but the project is already delayed. Negotiations over the addendum have been underway for almost two years.
Contract Scope
The Cascabel renegotiation is not limited to electricity. Officials also identified protection areas, community relations and contract duration as points under review.
Cascabel's exploitation contract was signed for 33 years, while the mine life could run between 75 and 100 years.
