The Investment

Claro Ecuador (subsidiary of México's América Móvil, controlled by Carlos Slim's family) announced a $600 million, three-year investment plan for network modernization, mobile coverage expansion, and 5G service rollout.

The announcement followed a meeting between América Móvil CEO Daniel Hajj and President Daniel Noboa, coinciding with the company's spectrum license renewal through 2038.

Sector Implications

Telecom infrastructure modernization supports several government priorities:

  • Digital nomad visa program — reliable connectivity is a selling point for Ecuador's growing remote-worker pitch
  • E-government services — the shift to online-only visa applications, SRI tax filing, and IESS services requires broader connectivity
  • Agricultural technology — precision agriculture and supply chain digitization in the shrimp, cocoa, and banana sectors
  • Mining operations — remote mining sites need reliable communications for safety and operations management

What to Watch

  • Movistar's response — Telefónica's investment commitment and 5G timeline for Ecuador
  • ARCOTEL regulatory actions — the telecom regulator's role in spectrum allocation and coverage mandates
  • Rural coverage — whether the $600M includes meaningful expansion beyond major urban centers
  • Enterprise services — Claro's cloud and IoT offerings for Ecuador's business market

GDP Outlook 2026: IMF Projects 2% Recovery After 2024 Contraction

The IMF projects Ecuador's real GDP growth at 2.0% for 2026, marking a recovery after the 2024 contraction caused by severe power outages, declining oil production, and elevated insecurity. Inflation is forecast between 1.5% and 2.8%. Remittances now exceed 5% of GDP, providing a critical external buffer, but downside risks persist from commodity price volatility, hydropower drought exposure, and structural fiscal rigidities.
