MAGP Pushes Social-Security Affiliation for Artisanal Fishers
Ecuador is formalizing more of the artisanal fishing labor base through social-security outreach.
El Universo reports that the national government, through the Ministry of Agriculture, Livestock and Fisheries (MAGP), is promoting affiliation for artisanal fishers and their families through interinstitutional social brigades.
The affiliated population can access health care, retirement pension benefits and funeral assistance.
Coverage Data
| Indicator | Figure |
|---|---|
| Affiliated artisanal fishers in Manabi, Guayas and Santa Elena | 5,743 |
| 2026 campaigns cited | 2 |
| Campaign locations | Manta and Jaramijo |
| Fishers treated by Seguro Social Campesino health personnel | 220 |
El Universo reports that the Subsecretariat of Fisheries Resources, through the Directorate of Artisanal Fishing, is carrying out permanent credentialing campaigns in fishing coves.
The outreach includes Seguro Social Campesino personnel so services can reach fishers and family groups directly.
Sector Scope
Minister Juan Carlos Vega said the fishing sector guarantees food and employment for thousands of families and supports coastal-community economies in Manabi, Guayas, Santa Elena, El Oro and Esmeraldas.
Fishers must present valid and updated fishing permits to access Seguro Social Campesino services.
What To Watch
- Additional affiliation numbers in El Oro and Esmeraldas.
- Whether credentialing campaigns increase formal registration in fishing coves.
- Links between social-security access and future fisheries-credit or permitting programs.
- Health-service utilization beyond the 220 fishers treated in the 2026 campaigns cited.
