Progen Local Dispute Adds USD 6.1M Claim To Celec Contract Fallout
A local commercial dispute has added another layer to the Progen-Celec contract fallout.
Progen Industries LLC won two contracts linked to Ecuador’s emergency generator response after the 2024 power crisis.
Local Operating Structure
For civil works in Ecuador, Progen relied on two local allies: Inycofyi and Astrobryxa.
Inycofyi has now sued Astrobryxa in court, seeking payment of more than USD 6 million for work already performed.
The contract-dispute case sits alongside the Caso Apagón peculation investigation around Progen and Celec contracts, as well as the Ecuadorian state company’s lawsuit against Progen in a Florida court.
Claim Size
A services contract for USD 38.5 million showed Astrobryxa taking over operational and financial control.
Inycofyi is now demanding immediate payment of USD 6.1 million in owed capital.
The debt reportedly remained even though Progen collected 70% of both contracts, equal to USD 104 million.
What To Watch
Watch the Iñaquito civil case, the Florida litigation, and the Caso Apagón file for whether payment obligations, contract control, and state recovery claims begin to converge. The broader risk is that emergency power procurement remains legally encumbered after the equipment need has already passed into sector history.
