Ecuador Trade Guide
Export procedures, import regulations, customs, tariffs, and trade agreement access
Export Procedures
Exporters must register with PROEcuador and obtain an exporter registration. Key documents: commercial invoice, packing list, certificate of origin, phytosanitary certificate (for agricultural products), and customs declaration. The SENAE (National Customs Service) processes declarations electronically. Export times average 2-3 days for documents and 1-2 days for physical inspection.
Import Procedures
Importers need a RUC and must register as an importer with SENAE. Required documents: commercial invoice, bill of lading/airway bill, packing list, import declaration, and product-specific permits (AGROCALIDAD for food, MAE for chemicals, ARCSA for pharmaceuticals). Import duties range from 0% to 35% depending on the product and origin.
Trade Agreements
Ecuador benefits from several trade preferences: ATPDEA/GSP with the United States (duty-free access for most products); Andean Community (CAN) free trade with Colombia, Peru, and Bolivia; partial agreements with Chile, Venezuela, and Mercosur; and the EU's Generalized System of Preferences. A comprehensive FTA with China entered into force in 2024, providing tariff reductions on approximately 90% of products.
Logistics and Ports
The Port of Guayaquil handles approximately 70% of container traffic. Manta is the second-largest port and serves as a hub for tuna exports. Esmeraldas handles bulk cargo and oil. Major airports with cargo facilities: José Joaquín de Olmedo (Guayaquil) and Mariscal Sucre (Quito). Overland crossings to Colombia (Rumichaca) and Peru (Huaquillas) are active but can experience delays.
