
Ecuador Prepares for Intensified El Niño Rains as Government Mobilizes Resources and Guayaquil Records Historic Rainfall
The Instituto Nacional de Meteorología e Hidrología (Inamhi) anticipates that rains associated with the El Niño phenomenon will begin to intensify more evidently between November and December of 2026. These conditions are expected to persist through the first months of 2027, potentially leading to a greater incidence of El Niño-linked rainfall. The El Niño phenomenon was officially declared on August 29, 2026, after the National Committee for the Regional Study of the El Niño Phenomenon (Erfen) confirmed that national protocol criteria were met. Following this declaration, the Government activated a national red alert.
International forecasts for El Niño 2026-2027 indicate a "strong to very strong" event, with the period of greatest intensity expected towards the end of 2026 and remaining active until at least the first quarter of 2027. Current rainfall data in Guayaquil reflects this early impact. In the first 14 days of September 2026, 25.6 millimeters of rain were recorded at the José Joaquín de Olmedo Airport meteorological station. This amount surpasses the normal historical average for September in Guayaquil by 36 times and more than doubles the total accumulated precipitation in September 1997 (12.4 mm), during the initial phase of the 1997-1998 El Niño event. This September marks the rainiest in Guayaquil's historical series over the last 45 years, based on systematic records since 1981. The Inamhi confirmed on September 14 that this behavior indicates the Coast of Ecuador has entered an initial phase of transition and atmospheric coupling due to warm Pacific conditions. Hydrology and climate expert Bolívar Erazo noted that initial signs of El Niño-associated rains were clearly activated in Los Ríos and Guayas.
In response to the anticipated impacts, the Government announced financing from the World Bank totaling over $15 million. This funding will facilitate the acquisition of 73 units of heavy machinery by the Ministry of Infrastructure and Technology (MIT) to address emergencies. The machinery includes 12 tractor-trailers, 23 backhoes, 7 crawler tractors, 13 dump trucks, 9 excavators, 7 loaders, and 2 dredges, in addition to maintenance for 11 excavators. To date, 64 units have been delivered to the MIT and are ready for assignment to district directorates nationwide, with the remaining nine awarded and pending delivery. This equipment will be strategically distributed across 20 provinces, including Azuay, Bolívar, Chimborazo, Cotopaxi, El Oro, Esmeraldas, Guayas, Imbabura, Loja, Los Ríos, Manabí, Morona Santiago, Napo, Orellana, Pastaza, Pichincha, Santo Domingo de los Tsáchilas, Sucumbíos, Tungurahua, and Zamora Chinchipe. These resources are intended to enable responses to landslides, floods, road interruptions, and other events affecting infrastructure, mobility, and productive activities.
