Licensing and Permits
All businesses need a municipal operating license. Specific sectors require additional permits: food handling (AGROCALIDAD), construction (Municipality), pharmaceuticals (ARCSA), mining (ARCOM), telecommunications (ARCOTEL), financial services (SBS). Environmental permits from the Ministry of Environment (MAE) are required for projects with environmental impact.
Labor Obligations
Employers must register with IESS within 30 days of first hire. Monthly contributions total approximately 12.15% of wages (employer share). The 13th and 14th month salaries (aguinaldo and utilidades) are mandatory. Overtime is paid at 1.5x normal rate during weekdays and 2x on weekends/holidays. Severance pay (desahucio) applies after one year of service.
