Ecuador PAI Spending Reaches USD 1.158B In First Half Of 2026

Ecuador executed USD 1.158 billion in public investment plan spending in the first half of 2026.

That is slightly more than double the same period of 2025 and represents 53% of the USD 2.938 billion planned for the full year.

Year-On-Year Shift

In the first half of 2025, spending under this line reached USD 526 million, or 29% of that year’s plan.

The Plan Anual de Inversiones is funded with internal and external debt, which makes the composition of spending relevant for fiscal analysis.

Largest Items

The largest program by June 2026 was Creamos Vivienda, with USD 522 million invested.

The second-largest line was the public-employment subsystem program for public-sector severance, at USD 148 million.

The third was the Amazon development program, at USD 121.6 million. The Cárcel del Encuentro line had USD 26.1 million invested this year.

What To Watch

Watch whether the second-half execution pace slows, whether debt-financed investment remains concentrated in housing and severance, and whether public works outlays translate into construction-sector activity rather than only budget execution.
