Ecuador Public Procurement Reached USD 3.38 Billion in H1 2026

The award total

Ecuadorian public entities awarded USD 3.38 billion in contracts during the first six months of 2026, according to a PRIMICIAS analysis of 129,652 processes whose resources were awarded between January and June.

The largest procedural share came through 4,187 tenders, which accounted for 35% of the committed resources. The result is a procurement market with a meaningful high-value tender segment alongside a much larger catalog-driven volume of standardized purchases.

Volume and value are moving through different channels

The electronic catalog remained the most-used process. It functions as a mandatory virtual store for public entities, standardizing products, services, and prices. Catalog transactions represented 88% of adjudications, but only 14% of the total amount committed.

That split is operationally important. A supplier assessing Ecuador's public market should distinguish the number of transactions from the value concentrated in tenders and other larger procedures. High process count does not automatically mean high contract value.

Municipal governments concentrated the largest amount in the analysis. The central administration ranked second with USD 586.2 million awarded, of which 94% belonged to the Executive branch.

Contractor concentration

The state had 11,153 providers in the first half. A smaller group accounted for the largest individual awards. Karpowership Asia led the list with a USD 131 million contract to keep the Murat Bey electricity barge producing power for another two years and two months.

The National Telecommunications Corporation and Petroecuador each exceeded 100 awards during the period, reflecting a different model of concentration built through multiple contracts rather than one headline-sized award.

Business read-through

The data points to two distinct routes into Ecuador's public market. Standardized goods and recurring services may be visible through catalog volume, while infrastructure, energy, and other strategic work are more likely to be assessed through larger tenders or individual awards.

For investors and suppliers, the next useful diligence step is to separate the agencies, procedures, and sectors behind the headline total. The first-half number is large, but its commercial meaning depends on where the value sits and how access is structured.
