Ecuador Sets 655-Salary License Rule for Sports-Betting Operators
President Daniel Noboa issued a new regulation to Ecuador's Ley Organica del Deporte, Educacion Fisica y la Recreacion, adding licensing requirements for companies that operate sports-betting platforms.
The regulation contains 306 articles. Article 240 sets the core license terms for sports-betting operators.

Financial requirements include declarations for the sports-betting income tax, prize withholding and VAT for the three most recent fiscal years, plus audited financial statements for the latest fiscal year and a patrimony indicator sufficient for the operating volume.
Technical requirements include proof of ownership or exclusive license for the domain name used by the digital platform, proof of the platform's distinctive sign in Ecuador, and technical certification from a laboratory authorized by the sports authority.
Operating requirements include a responsible-gaming manual and a procedure to verify user identity and age.
