Ecuador announced an updated environmental license on September 9 for the 500 kV electricity interconnection with Peru. The project carries an expected investment of $277.7 million, with operation targeted for 2029.

The Ecuadorian section covers 284.85 kilometers. The reported design would raise cross-border transmission capacity from 80 MW to 680 MW when operational. Financing involves CELEC EP, the Inter-American Development Bank and the European Investment Bank.

Execution is the next test

The license is a project-development milestone. It does not represent commissioned capacity or establish additional electricity available for the current dry season. For companies assessing their operating exposure, the distinction is between a future infrastructure option and supply that can be contracted or dispatched today.

What to watch

The next useful evidence will be construction progress, published implementation milestones, and testing and commissioning dates. Assessments of the project's value should keep the announced capacity separate from assumptions about actual power availability, dispatch terms, and delivery timing. The target year remains a target, not a guarantee.
