Ecuador Secures USD 3.5M To Prepare Strategic Electricity Projects

Ecuador has secured USD 3.5 million in non-reimbursable preparation funding for strategic electricity generation and transmission projects.

The agreement was signed on August 5, 2026, by the Ministry of Environment and Energy (MAE), Corporación Eléctrica del Ecuador (Celec EP), and the World Bank. The funding comes through the Project Preparation Grant Fund (GFPP).

Preparation capital, not construction finance

The facility will fund engineering studies, demand analysis, technology evaluations, and technical assistance for projects prioritized by the government. The program is scheduled to run for 18 months.

This is preparation capital rather than a final construction decision. The grant provides information needed to structure projects; it does not by itself approve construction budgets, final investment decisions, or completion dates.

San Gregorio–Palestina

One named project is the detailed engineering study for the San Gregorio–Palestina transmission line in El Oro and Guayas. According to the project description, the line is intended to strengthen the National Transmission System and improve electricity supply in Palestina, Guayas.

The geography matters for business readers. A transmission study can be an early signal of where the system expects demand, reliability pressure, or future generation to require additional network capacity. The commercial impact depends on what follows the study: permits, procurement, financing, and construction.

The signing involved Juan Carlos Blum, Jorge Antonio Jácome, and Ariel Yépez. Their participation identifies the government, utility, and World Bank counterparts responsible for the preparation stage.
